Circular Economy Fund

The use of recycled materials by manufacturers is central to the achievement of a circular economy and despite demand for plastics in Wales being estimated at circa 500,000 tonnes per annum, only a small proportion of this is met through the use of recyclate. Furthermore, only a fraction of this recycled content is produced in Wales(1).

The £6.5m Circular Economy Fund will help accelerate Wales’ shift towards a circular economy by increasing demand for recycled materials, keeping resources in circulation instead of being incinerated or ending their life in a landfill, and supporting the growth of businesses operating in Wales. The overall aims and objectives of the fund are to:

  • Ensure that a greater proportion of plastic waste produced in Wales is recycled by Welsh manufacturing companies; i.e. they increase the level of recycled content in the plastic products, components and packaging manufactured in Wales.
  • Ensure that products, components and packaging placed on the market incorporate as high a percentage of recycled materials as possible.
  • Allow for other innovative circular economy projects to apply for assistance.

On behalf of the Welsh Government, WRAP Cymru is pleased to invite businesses in Wales to submit applications for funding and to support strategic capital investment to drive forward a circular economy in Wales. 

Activities eligible for funding include both:

  • Capital investment in infrastructure and equipment resulting in additional use of recycled materials (plastic, paper / card or textiles) in products, components or packaging produced in Wales. 
  • Capital investment in infrastructure and equipment for products, components or packaging new to market and containing recycled materials, thus increasing the demand for secondary materials and the promotion of a circular economy in Wales.

Eligible businesses may either apply for a ‘small scale’ grant from £25,000 up to €200,000 (the maximum de minimis threshold), or a ‘large scale’ grant from  €200,000 up to c. £750,000.
